Goldman Fellows 2014-2015

Senior Fellows:

 

Adva Eshel Rabinowitch has been a Senior Regional Director at the Ministry of Development of the Negev & Galilee since 2009. As Regional Director she is responsible for the formulation of the Ministry’s policies for developing the Negev, as well as the management and implementation of programs and government decisions pertaining to the region’s economic development, employment and demographic growth. Amongst her larger initiatives with the Ministry is the coordination of the region's preparation for the relocation of the Israeli Defense Forces to the Negev. In former positions, Adva served (2005-2008) as the Director of community, education, and leadership for Daroma (South), a non-profit organization incorporated as a company for public benefit, which developed a national strategy for the development of the Negev. Additionally, she managed (2004-2005) the program for excellence in Bedouin's community of the Negev with Yididei Atidim  non-profit organization. During 2000-2003 Adva served as Vice President of Human Resources at the Yellow Pages Company.
Previous to her civilian career, during 1984-2000, Adva served in the Israeli Defense Force in various roles: head of development for squad training, director of ground force training, and director of ground force competency. She concluded her military service with the rank of Lieutenant Colonel.
Adva holds a B.A. and M.A. degree in education from Tel Aviv University.


Alona Fisher-Kamm is head of Bureau for Personnel Training and Development at the Ministry of Foreign Affairs. She is in charge of introduction, formulation, development, implementation and evaluation of learning processes and strategies for cadets, employees and managers. During her 25 year diplomatic career, she served in Buenos Aires (1992-1995), Paris (1998-2002) and Madrid (2004-2008) as well as in various divisions in Jerusalem such as Latin America, Middle East, European Affairs and training.

Alona is finishing her PhD. in Political Science at Tel Aviv University. Her Study is analyzing the intellectual discourse of the Left in Europe and its perspective of Israel and Zionism. She holds two MA degrees from Tel Aviv University and Haifa University.

Alona is dedicating her one year fellowship to investigate Innovation in the public sector. Her objective is to propose the most suitable innovative tools and practices in order to improve the functioning of the public sector in Israel and its response to the new internal and external challenges it encounters.
 


Junior Fellows:


 

Ram Weisse holds a B.A. degree in History of the Middle East and Africa in the "Outstanding Research Program", and in Political Science from Tel-Aviv University. He also holds an M.A degree in public policy from Tel-Aviv University. He is currently completing his M.A thesis on the establishment of Social Business (known also as social enterprises) in Israel and the significant role it plays in civil society.


Tamar Haramati is a Portfolio Manager at MindCET Accelerator Program, an accelerator specializing in the EdTech industry.  She is a qualified attorney, with expertise in corporate law and biotechnology companies, and worked as content and website developer in CET’s Humanities and Social Studies Department. Tamar holds an LLB and an MA in Public Policy (both at Tel Aviv University). Within the Public Policy school, her main focus was on urban planning. She is currently writing a thesis on ghost neighborhoods and their influence on urban fabric in global cities.


Talia Meital Tayri is a Ph.D. candidate and an activist social worker, awarded with the highest honor (Summa cum laude) on her BSW. Her PhD research addresses social workers’ engagement in public policy practice and its individual and organizational factors. As co-researcher, her studies focused on the following subjects: Social programs evaluation, Social Justice and Partnership in social work. Talia served as the Head of the organizing committee and a member of the scientific committee of the 2014 Annual ESPAnetConference in Tel-Aviv University: "Inequality, Poverty and Exclusion: Challenges for the Welfare State". For the past year, Talia has been planning and teaching the Social Policy & Policy Practice Module of the Ministry of Welfare and Social Services National training Center.In addition to her academic activities, Ms. Tayri works with several social projects and organizations for the promotion of social justice.


Eyal Rubinson is a PhD Candidate (advanced stage) at the Department of Political Science, Tel Aviv University. He holds an M.A (cum laude) in International Relations from the Hebrew University of Jerusalem and published several articles in peer-reviewed journals such as European Law Review and Georgetown Immigration Law Journal. Eyal is a research fellow at Israel's Citizens' Empowerment Center (CECI) and a former head of research at an IDF Intelligence unit. He has previous experience as Parliamentary Aide at the Knesset, research assistant at the Hebrew University's Law Faculty and Department of International Relations and foreign policy column writing with several media outlets. He is the recipient of several academic awards, including the Konrad Adenauer research prize, Gideon Doron memorial prize and DAAD academic exchange grants.
 

Sagy Elster is a PhD student at the department of Political Science in Tel Aviv University. Sagy holds a master’s degree in International Relations from Cambridge University, UK, and a bachelor degree in Philosophy from Tel Aviv University, Israel. His research interests include participatory decision-making processes, innovations in governance, and the concept of collective intelligence. As a Goldman Fellow, Sagy examines the constructive potential of deepening democratic participation to increase the levels of socio-economic growth and prosperity.
 

Einat Lavy (Gedalya) is a doctoral student in Political Science at Tel-Aviv University. She holds a Bachelor degree in Communication and Political Science and a Master's degree (with honors) in Political Science, both from Tel-Aviv University. In addition, she studied and practiced journalism. Her dissertation, which is co-advised by Prof. Michal Shamir and Prof. Hanna Herzog, deals with the impact of the Israeli feminist movement on the gender gap in voting and gender frames in politics. She is a recipient of several academic awards, including the Na'amat doctoral research grant for 2014. Her publications focus on the intersection between gender, elections and communication. Einat has also been a research assistant and a teaching assistant at the Political Science Department of Tel-Aviv University and at the Interdisciplinary Center in Herzliya (International School; School of Governance, Diplomacy and Strategy). She has been an active member of several research groups concerning gender and politics and the gender gap in voting at Van-Leer Institute in Jerusalem. Her research interests include: Gender and Politics; Political Communication; Elections Studies; Political Psychology; Gender and Communication, and Political Methodology.
